If secured and approved, the proposed World Bank Development Policy Operation and AfDB financing would provide direct external budget support, reducing near‑term reliance on domestic debt issuance. The impact on Kenyan sovereign spreads and the shilling will depend on size, concessionality, timing and conditionality of the facilities; approval and disbursement are not guaranteed and remain subject to lender negotiations and reforms.
