The desk brief
On 21 October 2026 Norway’s Ministry of Foreign Affairs brought into force amendments implementing the EU’s 21st Russia sanctions package. The measures expand transaction bans on Russian banks, widen energy and crypto restrictions, add ports/airports and list additional persons and entities under travel and asset measures.
By transposing the EU package into Norwegian law, Norwegian-based financial and corporate counterparties must comply with expanded transaction bans and reporting rules. That can complicate correspondent-banking, trade finance and crypto-service relationships with designated Russian-linked counterparties and any listed entities in Nigeria, requiring compliance checks and possible account restrictions even where direct sanctions target Russia.
Publication of Norway’s consolidated amended regulations and the official list of designated persons/entities by the Ministry of Foreign Affairs.
