On 21 October 2026 Finance Minister Enoch Godongwana tabled the 2026 Medium-Term Budget Policy Statement (MTBPS). The plan includes temporary fuel-levy relief from 4 Nov 2026, a R10bn allocation to an El Niño contingency reserve, and a government guarantee of R10bn to help the Land Bank raise funding.

The MTBPS signals a modest easing of cost-of-living pressures via temporary fuel-levy relief while preserving fiscal consolidation gains that Treasury says have started to lower debt ratios. The R10bn Land Bank guarantee is a contingent fiscal exposure that should improve the banks access to funding but increases contingent liabilities. Market effects depend on sovereign funding plans, timing of guarantee issuance and subsequent fiscal outturns; sovereign spreads and rand liquidity could react if perceived fiscal risks change.

Fuel-levy reductions take effect 4 November 2026; parliamentary consideration of accompanying bills and guarantee implementation timetables.
